Who is permitted to receive telemetry from an amateur radio satellite?

Why Amateur satellite telemetry is sent in the clear as plain, publicly documented data, and Part 97 (97.207(f)) allows space stations to transmit one-way telemetry. Since nothing in the rules restricts who may listen to amateur transmissions, and no license is needed simply to receive, anyone can decode and use satellite telemetry. In fact operators are encouraged to capture and report telemetry to help the satellite team monitor the spacecraft.
Watch out The choices involving encryption keys are wrong because amateur rules forbid codes or ciphers intended to obscure the meaning of a transmission, so satellite telemetry formats are published openly.
Amateur radio is never secret: if you can hear it, you may receive it. Telemetry has no key.
