Why Amateur satellites carry a mix of payload types, so all three modes show up. Linear transponders on satellites relay SSB (and CW) because those narrow, low-duty-cycle modes let many users share the transponder's limited power. Other satellites act as single-channel FM repeaters, and nearly every satellite sends CW or digital telemetry beacons, while some carry packet/APRS digipeaters.
Watch out Picking only FM is tempting because the easy-to-work FM 'easysats' get the most beginner attention, but that ignores the linear transponder satellites and the telemetry beacons.
