Who is responsible for ensuring that no person is exposed to RF energy above the FCC exposure limits?

Why Part 97.13(c) puts the duty of RF exposure compliance squarely on the station licensee: you must evaluate your station for compliance with the FCC's Maximum Permissible Exposure limits and take whatever steps are needed to stay within them. That includes both controlled exposure (you and your household, aware of the exposure) and uncontrolled exposure (neighbors and passersby). The evaluation considers power at the antenna, gain, duty cycle, and distance to where people can be.
Watch out The FCC writes and enforces the limits but does not evaluate individual amateur stations, and zoning boards deal with structures and land use, not RF exposure safety.
The license comes with the responsibility: your callsign, your RF, your evaluation.
