Why The FCC does not mandate one single technique for showing your station meets the MPE (maximum permissible exposure) limits; it accepts any reasonable, competent method. OET Bulletin 65 and its Supplement B give tables and formulas for typical amateur setups, computer modeling such as antenna simulation software can predict field strength at nearby locations, and direct measurement with calibrated field strength meters or probes is also valid. Whichever route you take, you must keep the evaluation in mind and re-check it whenever you change power, antenna, or location.
Watch out Each individual choice is a legitimate method on its own, so picking just the OET Bulletin 65 calculation or just the measurement leaves out equally acceptable options the FCC recognizes.
