When General class licensees are not permitted to use the entire voice portion of a band, which portion of the voice segment is available to them?

  1. AThe lower frequency portion
  2. BThe upper frequency portion
  3. CThe lower frequency portion on frequencies below 7.3 MHz, and the upper portion on frequencies above 14.150 MHz
  4. DThe upper frequency portion on frequencies below 7.3 MHz, and the lower portion on frequencies above 14.150 MHz
Why Under 97.301 the phone segments are divided so that Amateur Extra licensees get the exclusive bottom slice of each voice segment, and General class privileges start higher up and run to the top of the band. For example, on 20 meters the phone segment starts at 14.150 MHz but Generals may only operate from 14.225 to 14.350 MHz; on 75 meters Generals get 3.800 to 4.000 MHz, and on 15 meters 21.275 to 21.450 MHz. So whenever a General is shut out of part of a voice segment, the available part is always the higher-frequency end.
Watch out The choice naming the lower portion has it backwards, that is the Extra-only exclusive slice; the two choices that switch based on 7.3 or 14.150 MHz invent a rule that does not exist, the pattern is the same on every band.
Extras get the basement, Generals live upstairs: General voice privileges are always the upper end.

47 CFR 97.301 Authorized frequency bands.

The following transmitting frequency bands are available to an amateur station located within 50 km of the Earth's surface, within the specified ITU Region, and outside any area where the amateur service is regulated by any authority other than the FCC.

(a) For a station having a control operator who has been granted a Technician, General, Advanced, or Amateur Extra Class operator license or who holds a CEPT radio-amateur license or IARP of any class:
