Which of the following frequencies is within the General class portion of the 15-meter band?

Why The 15-meter band runs from 21.000 to 21.450 MHz, so only a frequency starting with 21 can be in it. Per 97.301(d), Generals get 21.025-21.200 MHz for CW/data and 21.275-21.450 MHz for phone, and 21300 kHz falls inside that phone segment.
Watch out The other choices are on entirely different bands: 14250 kHz is 20 meters, 18155 kHz is 17 meters, and 24900 kHz is 12 meters. The question is testing whether you know which MHz range belongs to 15 meters before you even check the sub-band.
15 meters = 21 MHz. Wavelength times frequency in MHz is about 300, so 300/15 = 20... close: 21 MHz is the 15m band.

The following transmitting frequency bands are available to an amateur station located within 50 km of the Earth's surface, within the specified ITU Region, and outside any area where the amateur service is regulated by any authority other than the FCC.
