Why CEPT (European Conference of Postal and Telecommunications Administrations) Recommendation T/R 61-01 lets a US amateur operate in participating countries without getting a separate permit, but you must carry documentation proving you qualify. The FCC spells this out in Public Notice DA 16-1048, and a copy of that notice, along with your original FCC license and proof of US citizenship, is what you show to foreign authorities. Only Technician licensees upgraded by exam and above qualify, and the notice is the document that explains the terms.
Watch out Appending "/CEPT" is not required; under CEPT you sign with the host country's prefix followed by your call, such as "F/W1ABC". Identifying in the local language and embassy approval are not part of the arrangement at all.
